There is really very little technical differences between 27 MHz and 49 MHz when it comes to the consumer. But that doesn't mean as a consumer you can go and buy either one. The real reason why radio control toys are available in two different frequencies is that you can't play with multiple radio control toys concurrently if they are on the same frequency.
For example, if you buy your two kids two radio control cars on the same frequency, then your two kids can't play with the two cars at the same time. Being on the same frequency causes the two controller to conflict with each other. Therefore, the frequency is important in situations when you want to play with multiple radio control toys.
Having 27 MHz and 49 MHz channels allows you to play with two radio control toys simultaneously, as long as you buy a toy at each frequency. Higher end hobby toys are available in more frequencies, so check your local hobby shop if you have more than two kids, or if your kids want to play with neighborhood kids.
An example of a single-function controller is one that makes the toy go forward when the trigger is pressed and backward when it is released. To stop the toy, you have to actually turn it off. In most full-function controllers, not pressing any buttons or turning any knobs causes the toy to stop and await further commands.
